Bio

Chad Foster, Ph.D., is assistant professor in homeland security at Eastern Kentucky University where he supports student learning in the homeland security and emergency management fields of study. Foster joined EKU as a full-time faculty member in 2014.

Dr. Foster’s career prior to joining higher education involved homeland security and emergency management research and policy analysis, and the development and implementation of training and technical assistance programs. His experience includes work as a Federal Emergency Management Agency contractor charged with implementing various preparedness programs for the benefit of safety, security, and emergency management professionals nationwide. He has authored a variety of government publications and reports in direct support to the U.S. Department of Homeland Security and FEMA. He also published frequently as a public safety and justice analyst for the Council of Statement Governments, and managed multiple projects at CSG, including: an assessment of the National Capital Region using the Emergency Management Accreditation Program standard, and a Federal government-sponsored study of state law enforcement agencies following 9/11.

Dr. Foster served in a variety of leadership positions in the U.S. Army, which included two overseas peacekeeping operations. He earned a bachelor of science degree from the United States Military Academy at West Point, and graduate-level degrees in public administration and urban and public affairs from the University of Louisville.
